Ship Energy Efficiency Management Plan (SEEMP)

MARPOL Annex VI requires that all ships of 400 GT and above shall be equipped with a Ship Energy Efficiency Management Plan (SEEMP). The regulations will enter into force 01-01-2013. For these type of vessels there will be a new certificate: International Energy Efficiency Certificate (IEEC), which shall be issued for both new and existing ships. Ship Energy Efficiency Management Plan (SEEMP)

 

The International Maritime Organization (IMO) has taken a lead through MARPOL and other regulatory instruments to enhance energy efficiency and reduce greenhouse gas emissions from shipping. In July 2011, the Marine Environment Protection Committee (MEPC) of the IMO concluded its sixty-second session with the adoption of new requirements on CO2, including making a Ship Energy Efficiency Management Plan (SEEMP) mandatory for new and existing ships above 400 GT irrespective of flag from 1 January 2013.

 

The Ship Energy Efficiency Management Plan (SEEMP) incorporates best practices for the fuel-efficient operation of ships, for example better speed management throughout a ships voyage. The SEEMP is intended to assist the maritime sector in managing the environmental performance of ships and being a practical means for improving operational efficiencies.

 

The SEEMP also provides an approach for shipping companies to manage ship and fleet efficiency performance over time using, for example, the Energy Efficiency Operational Indicator (EEOI) as a monitoring tool. With this tool operators can measure the fuel efficiency of a ship in operation and to gauge the effect of any changes in operation.

 

Energy Efficiency Design Index (EEDI)

 

Thanks to the regulation for energy efficiency for ships in MARPOL Annex VI, which will enter into force 01-01-2013, the Energy Efficiency Design Index (EEDI) is required for ship new buildings for the following ship types of 400 gross tonnage and above: bulk carriers, gas carriers, tankers, container ships, refrigerated cargo ships, general cargo ships and combination carriers. The EEDI Technical File contains the technical documentation, which proves that the energy efficiency of the ship is below the allowed limit.

 

International Energy Efficiency Certificate (IEEC)

 

Besides an EEDI for new ships, a SEEMP for new and existing ships, an International Energy Efficiency Certificate (IEEC) is required for all ships of 400 GT and above and engaged in international voyages. Operators should ensure that an International Energy Efficiency Certificate is in place at the first intermediate or renewal survey (as defined in regulation 5 of Annex VI), whichever is the first, on or after 1 January 2013.
